We are excited to announce that the Urban Humanitarian Emergencies Course (UHEC) will be offered this year in July 2024! The workshop will run from July 16th to July 19th, 2024. The course will be held in Cambridge, MA.

Overview

Humanitarian organizations, international agencies and governments serving populations affected by crises increasingly find themselves working in urban settings. Agencies face new challenges and some potential advantages in these complex urban environments and are only just learning how to approach them. These new challenges take many forms: complicated physical layouts, unprepared institutions and infrastructure, and mixed target populations of refugees and underserved locals. Furthermore, the difficulty in NGO coordination with uniquely urban communities as well as local authorities calls for urgent education and training in urban crises.

The Urban Humanitarian Emergencies Course is a four-day course organized by the Harvard Humanitarian Initiative via its Lavine Family Humanitarian Studies Initiative to train humanitarian professionals on current issues and best practices involved in this ever-expanding and unique area of research and practice. The course faculty is experienced in humanitarian training with on-the-ground experience with humanitarian crises in urban areas.

Walking Activity: The first day of the workshop includes a walking activity in the city of Boston, in which participants will walk to and examine various urban features and vulnerabilities of the city. Participants will be expected to walk several miles over the course of the day. Please let us know if this presents an issue.

Classes will be held in English. To successfully participate in the course, we recommend that participants have at least a B2 English language level (CEFR).

Earth Observations for Humanitarian Applications

Refugees, internally displaced people (IDPs), and other displaced populations are made more vulnerable to climate change impacts due to their socio-political marginalization. This three-part training presents concrete strategies for mapping localized climate conditions with risks faced by refugee and IDP communities around the world.

The training will focus on flood risk assessments and specific challenges for assessing flood risk in refugee and IDP camps; gauging long-term heat stress in refugee camps and the challenges with decision making surrounding heat risk; and monitoring drought effects on agricultural landscapes in refugee settings using Earth observations (EO) to explore the correlations between anomalies in crop productivity and weather-based factors.

By the end of the training, participants will be able to integrate EO, building footprint and infrastructure data, and population data to quantify climate risk and development trends in specific humanitarian settings, and recognize the value and limitations of specific EO and geospatial datasets.

Learning Objectives:

By the end of this training attendees will be able to:

  • Recognize the importance of measuring flood risk, long-term heat stress, and drought effects in refugee and IDP communities around the world
  • Apply workflows incorporating Earth observations, geospatial, and demographic data to identify localized climate risk in refugee and IDP settings
  • Discuss decision making strategies for mapping and managing climate conditions with risks faced by refugee and IDP communities
  • Summarize opportunities and shortcomings of specific Earth observations and geospatial datasets for climate risk and development indicators in humanitarian settings
